Job Description
Medecins Du Monde - For more than 30 years, Medecins Du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. STRATEGIC OBJECTIVE The Logistics and Supply Manager position is a newly created role. The challenge of supply chain management — particularly with the establishment of framework agreements — will be significant. The post-holder will be required to identify and develop relationships with suppliers who are capable of delivering orders both to Abuja and to the North-East and North-West field bases, in full compliance with MdM principles and procedures. The Logistics and Supply Manager is responsible for the smooth running of all logistics and supply services at the coordination level, in compliance with MdM procedures and donor requirements. WORKING RELATIONSHIPS: Hierarchical link: Logistics Coordinator Travel requirement: Field visits to sites of intervention or assessment as required. KEY AREAS OF RESPONSIBILITY Human Resources He/She supervises the activities of all team members under his/her responsibility at the coordination level. Logistics Monitoring He/She oversees logistics and supply activities, with particular focus on order tracking, stock management, fuel management, equipment maintenance, and the organisation of vehicle movements — working under the hierarchical supervision of the Mission Logistics Coordinator. Supply Chain Management He/She is responsible for organising and managing the flow and storage of goods at the coordination level and in support of field bases, drawing on procurement plan forecasts. The primary objective is to optimise costs for MdM by achieving the best possible value for money. SPECIFIC OBJECTIVES AND ASSOCIATED ACTIVITIES: Ensure Team Management at Coordination Level Participates in the recruitment process of any staff under his/her responsibility. Ensures that the staff under his/her supervision receive a written performance evaluation at least once per contract and per year. Ensures in particular that logistics procedures, as well as procedures for using communication and transport resources, are explained and understood by all team members. Ensures that all purchases are made in accordance with MdM's procurement policy and procedures. Participates in staff briefings, debriefings, and awareness/training sessions on matters related to procurement. Participates in inter-NGO forums related to supply chain activities and represents the organization at these forums (Logistics Cluster) on her/his direct line manager (the Logistics Coordinator), demands. Support the Log Officer/Assistant with the repairs when needed. Ensure Logistics & Supply Monitoring Ensures supply (support and programme) and addresses identified needs — following validation by the Logistics Coordinator — ensuring that internal and donor procedures are respected and that commitments remain within available budgets. Contributes with the Logistics Coordinator to the definition of a procurement policy and strategy. Support, at the coordination level, the Logistics Coordinator in making relevant links woven with HQ so as to avoid delays, loss, gaps in the HQ – field supply chain and possess a clear understanding of the Nigerian Government customs & import procedures, IDEC & NAFDAC procedures and ensure the supply strategies are aligned accordingly Contributes to strategic thinking on cross-cutting issues in collaboration with other departments, particularly those related to procurement, modes of transport, and warehousing challenges. Supervises and/or manages the dispatch of goods for all orders travelling from the Coordination or from suppliers to the North-West and North-East bases — covering order tracking, specification verification, packaging, labelling, securing of goods, supplier commitment compliance, claims, and dispute resolution. Ensures that the base (offices and accommodation) is equipped with the minimum facilities required for work and staff housing, under optimal security conditions. Supervises the vehicle fleet and, more broadly, monitors the operation and maintenance of equipment assigned to his/her base. Organizes vehicle movements on a weekly basis. Implements commercial framework agreements and ensures their timely renewal. Ensures adequate storage of goods and equipment. Prepares and updates stock and equipment inventories at the coordination level.
Requirements
Ensure Expenditure Monitoring and Commitment Is responsible for cost optimisation; uses budget tracking tools to this end and ensures the Logistics Coordinator is kept informed of up-to-date information on needs for sound financial procurement planning. In close collaboration with the Finance department, supervises supplier and service provider payments for his/her base. Ensures compliance with the expenditure commitment procedure and participates in the validation of procurement dossiers. Ensure Reporting and Information Sharing Submits internal and external reports to his/her direct line manager (the Logistics Coordinator), in compliance with internal validation deadlines (monthly logistics reports / Pack Log). Participates in internal coordination meetings, of which he/she is an active member. Having regular filed visit to support the field logistics & supply for implementation of MDM SKILLS REQUIRED Education Minimum Bachelor's degree (BAC+3) in Logistics Management, Procurement, or a related field. A Master's degree (BAC+5) is desirable. Professional Experience At least 3 years of experience in an equivalent technical role (logistics management, procurement, team supervision, similar context (experience in humanitarian logistics management will be a plus). At least 2 years of experience in supply chain / procurement management. Prior experience with MdM will be an advantage. Required Knowledge and Skills Knowledge of stock management and procurement procedures. Knowledge of procurement processes and framework agreement implementation. Knowledge of institutional donor procedures (GFFO, ECHO, BHA, CDCS). Proficiency in Microsoft Office 365. Desirable Knowledge and Skills Strong written communication skills. Knowledge of Hausa language. Desirable Knowledge and Skills Autonomy, initiative, and a strong sense of responsibility. Strong interpersonal skills and ease in building relationships. Excellent organisational capacity. Excellent management and leadership ability. Excellent diplomacy and negotiation skills. Ability to assert authority when required.
